President & Chief Executive Officer Managing Partner
As President and Chief Executive Officer (CEO), Jason is responsible for creating and implementing Stratagem’s vision and mission.
After joining Stratagem in 2014, Jason established a new company vision of becoming an elite software development and R&D shop that solves challenging and exciting mission problems. During his tenure as CEO, Jason grew Stratagem from a team of 11 to over 50 while establishing offices in Colorado and Pennsylvania. He established new business practices which allowed Stratagem to grow and thrive as both a prime and subcontractor, without sacrificing its small business culture. Jason hand-picked the Stratagem leadership team and has empowered them to build their organizations while adhering to Stratagem’s “People First” philosophy. Jason states, “At Stratagem, we strive to take care of our people and the mission. Regardless of position or experience, the team is supported and expected to take care of each other. Our employees perform their responsibilities at a high level and do the right thing.”
Jason brings over 25 years of leadership and mission knowledge to the position. Jason served eight years in the United States Army as a Signals Intelligence Analyst where he led missions around the world. After the military, he then worked as a defense contractor for 13 years performing in various roles. In his program management role, he was responsible for leading a team of more than 100 engineers. Along the way, Jason developed a philosophy that has come to define his role as a leader: “Take care of your people, so they can focus on the mission.” Jason holds a bachelor’s degree in business management from Colorado State University.
In Jason’s free time, he can be found enjoying time with his family in the Colorado mountains. Jason enjoys camping with his wife and three sons, riding dirt bikes and RZRs. He also enjoys watching his youngest son’s baseball team, along with supporting all the Denver sports teams. Jason appreciates visiting his family’s cattle ranch in South Dakota and travels there yearly to help work the ranch.
Chief Operations Officer Managing Partner
As Chief Operating Officer (COO), Jared is responsible for Stratagem’s contract execution and operational procedures.
Jared joined Stratagem in 2015 and was given the challenge of maturing the business execution, processes, and policies of the company. Jared transformed Stratagem’s financial system from QuickBooks to a Defense Contract Management Agency (DCMA) accredited system, which is required for large prime contracts. He oversaw the construction of Stratagem’s Colorado and Pennsylvania offices, which included the accreditation of SCIFs at both locations, and a common CWAN linking the two sites together. Jared is currently in the process of upgrading Stratagem’s IT infrastructure to be compliant with the government’s new Cybersecurity Maturity Model Certification (CMMC).
During his tenure as COO, Jared has overseen the successful execution and delivery of capabilities for more than 20 government contracts. These contracts span the Intelligence Community and Department of Defense. Jared was asked why he takes on so many disparate tasks, and Jared responded, “As a small business owner, you have to be ready to roll up your sleeves and support the team in any way; including everything from IT to vacuuming a SCIF.”
Jared has over 20 years of experience in program management, security, and IT. After working three years in the commercial IT realm, Jared joined the United States Air Force. Jared served as a digital network analyst conducting computer network exploitation and spent a tour in Iraq as a SIGINT analyst. Following the Air Force, Jared joined the Defense Industry and spent eight years as a chief engineer and program manager of National Programs that exceeded 360 people. Jared holds a bachelor’s degree in computer science and a master’s degree in information assurance from Regis University.
In Jared’s free time, he usually can be found spending time with his wife and two children hiking Colorado 14-ers, often with his kids on his back. Jared also loves working on home improvement projects with his wife.
Chief Strategy Officer Managing Partner
As Chief Strategy Officer (CSO), Ben is responsible for Stratagem’s business model, growth strategy, and external communication with our customers.
Ben joined Stratagem in 2016 and was given the difficult task of defining Stratagem’s new business model. Ben transformed Stratagem from a purely staff-augmenting subcontractor to a self-performing capabilities company in a matter of only two years. During Ben’s tenure with the company, Stratagem’s revenue grew by 400%. All staff augmentation contracts were eventually replaced with performance-based contracts which currently include 5 prime contracts. Ben was the first Pennsylvania employee and founded Stratagem’s Valley Forge Office. This office includes a fully accredited SCIF and has grown to support 15 employees. Ben believes that a successful business model is built by pursuing worthy work over high volume and choosing customers and partners who also fit Stratagem’s culture. Ben says, “Business relationships are similar to dating relationships; choose partners you enjoy spending time with.”
Ben has over 20 years of experience as a software developer, chief engineer, program manager, and business portfolio lead. Ben was the Chief Engineer of a $30M National Communications program, where he led 30+ software transitions into operations without any service loss. He led the overall strategy and capture win of a $250M business portfolio that more than doubled its target growth commitments every year during his tenure. In 2010, Ben founded a company that provided proposal services to small businesses pursuing city and state RFPs and generated over $5M in revenue for his clients. Ben holds a bachelor’s degree in computer engineering from Penn State.
In Ben’s free time, he is an avid traveler and has visited all 50 US states. He has climbed Mount Kilimanjaro and most recently polar plunged in Antarctica. He volunteers teaching STEM classes in the Philadelphia school system, enjoys running sprint-triathlons, volunteers on his Homeowners Association board, and of course enjoys time supporting all Philly sports teams.
Chief Technology Officer Managing Partner
As Chief Technology Officer (CTO), Brian is responsible for developing compelling corporate capabilities, fostering technical innovation, and building uniquely talented teams.
After joining the team in 2019, Brian quickly assumed responsibility for managing and growing Stratagem’s R&D portfolio, along with defining its technology strategy. During his time as CTO, Brian has won 6 R&D contracts, and has grown the research team five-fold. He has extended Stratagem’s artificial intelligence (AI) footprint by theorizing, authoring, and executing novel projects for developing next-gen Cognitive Agents and advanced Natural Language Processing systems. He serves as the Principle Investigator for an Air Force Research Lab (AFRL) contract to develop collaborative remote sensing techniques that can find hard targets using multi-agent reinforcement learning (MARL).
Brian is establishing a corporate roadmap and vision for technology advancement in order to solve the government’s hardest problems, drive sustainable business growth, and secure exciting work for Stratagem employees. Brian explains, “Working hard and having a great time aren’t mutually exclusive. I love building teams comprised of kind-hearted, fun engineers that happen to be exceptionally talented.”
Prior to joining Stratagem, Brian served as the AI strategy and technical lead for a $1B+ portfolio of programs and projects for a large defense contractor. He was the principle investigator for a $5M AI research project involving computer vision, natural language processing, machine learning resiliency, reinforcement learning, and game theory. As a functional manager, Brian provided mentorship and career guidance for roughly 20 research scientists. He was the Chief Engineer for several SAR signal processing programs, including those involving image formation and image artifact mitigation. Brian was awarded a prestigious government program office coin for these efforts. Brian also built image chain modeling, simulation, and analysis tools to help drive mode selection for experimental electro-optical systems that are still used in operations today. Brian graduated summa cum laude with his bachelor’s and master’s degrees from Penn State in Engineering Science.
When Brian is not geeking out with the team, he loves spending time outdoors with his family and obsessing over his fig trees. He is always looking for problems to solve with his hands at home – a love he is already passing on to his three boys.
